kevinz000 0833a9002f Ports instruments from /VG/station, including harmonicas, xylophones, saxophones, trombones, and a BIKE HORN. Repaths instruments to sound/instruments. Also, allows piano synth to play all instruments but eguitar and gives cargo a crate with everything. Clown gets the bike horn trumpet at roundstart. (#29277)

Cyberboss 5959ac32cc Refactors atom/Initialize. Fixes ruins being initialized twice (#22778)
* Refactors atom/Initialize

Captialized for compiling correctness and to be more inline with Destroy

Will now be called from atom/New if the world initialization loop in SSobj has already run. Should always call the base.

Now comes with the `roundstart` parameter indicating whether or not it was called by SSobj or atom/New

Other fixes/tweaks:
- Renamed a proc called Initialize in abduction consoles to Setup
- Removed /obj/item/device/radio/headset/headset_sec/department: Broken and referenced literally nowhere in the code
- Removed a spawn from the Initialize of turbine_computer which made literally zero sense
- Generalized the proc which fixes RND servers with no id set

Reasoning: It's better to check roundstart per function than to have to duplicate code in New and Initialize. Think of it as a safer New for atoms. If we move enough stuff to it, initial map load performance will increase due to less New calls

Kyle Spier-Swenson dedb16826e Speeds up world init. (93s -> 49s) (#21992)
* Speeds up world init.

* Armor is now new inited for obj and the first level of subpaths.
* Actions is now lazyinited and deleted with empty.
* Actiontypes is now only inited when actually used and deleted once it pre-fills actions with the action buttons.
* Pipes now prefill their node list(s) in new() using new /list/ (count) syntax to speed up the list initaliztions and remove the init proc.
* Pipes no longer store their item version, instead creating it on the fly when deconned
* Walls no longer store their metal stacks, instead creating it on the fly when deconned.
* obj, walls, floor, plating, item, machinery, structure, pipe, pipenet, atom, and movable no longer have an (init) proc. (along with a few other smaller examples)
* Atmos can pass checking is now a var with the ability to have a proc be call in advance cases.
  * (as a side effect, I had to fix a few things that were calling atmosCanPass rather then using the pre-calculated list, this should speed up chemfoam and flame effects greatly)

* Reverts upload limit
(remind me one day to defuck this, it could easily be a config thats not editable by vv to make changes easier)

* Makes apc update icon a bit faster.
APC new is some what high on the profile of world init, still not sure why, but this stood out as a waste of cpu so i fixed it.

* Fixes runtime with atmos backpack water tanks.

* Makes smoothing faster (and fixes turfs smoothing twice at init)

* Makes apcs init faster by replacing some spawns with addtimer

* fix transit turfs.

MrPerson fa7a89b25b Instrument tweaks
The piano will stop playing once you walk away from it or get stunned.

The song BPM of the piano and violin will generally speaking be wrong because of discrepancies between the sleep between notes and world.tick_lag. I've solved this by locking BPM to points where the stated BPM will actually be the case because tempo == world.tick_lag.

Example
Current:
song @ 5 tempo - 120 BPM: c, c/2, c -> note -> sleep(5) -> 6 ticks (5.4 time passes) -> note -> sleep(2.5) -> 3 ticks (2.7 time passes) -> note.

With this PR:
song @ 5.4 tempo - 111 BPM: c, c/2, c -> note -> sleep(5.4) -> 6 ticks (5.4 time passes) -> note/2 -> sleep(2.7) -> 3 ticks (2.7 time passes) -> note.

I was hoping this would make the damn things sound better but then I realized it wasn't actually messing anything up. Oh well.

Remie Richards 5fc7af7fbf attackby() now has an argument containing the parameters of the click that called it. Items placed on tables now center their icon where the user clicked. this is NOT true for racks, since racks look organised in their sprite.
Items reset their pixel_x and pixel_y values on pickup.

Aranclanos 5736eb1f44 Creates canUseTopic(), a mob proc contained for the moment in the machinery.dm
The Topic() proc of machinery will use this.
The first non-machinery item to use this will be the violin and piano.
There are plans to make admin observers use this, to make AIs don't be able to use Topic() when they lose power (doing that currently will break gameplay) and make all items use the canUseTopic() proc if needed.
I just wanted to pull the fix for the piano and violin quick, the rest is a todo.
