Tad Hardesty 51c7bdc007 Replace radio frequency magic numbers with defines (#33236)
* Change transmission_method to use defines rather than magic numbers

* Use MIN and MAX_FREE_FREQ defines when bounds-checking radios

* Remove violently broken "Debug Signals" verb

The relevant Destroy() is never called, making the static pointers list
take lots of memory and be large enough, even at roundstart, to crash
the chat when invoked (25k+ entries).

* Remove unnecessary checks for SSradio not existing

* Move department frequencies from GLOB to defines

* Replace all hardcoded radio frequencies with named defines

* Change the radio filters to be defines

* Use a define for the default signaler code

Kyle Spier-Swenson f2cf4c2f5c [ready]Makes bIcon better (#29690)
Goonchat will use the asset cache, you now have to specify who to send the icons too.

Goonchat will now load icons in the background, displaying them once they load. this prevents the message from being delayed while the icons are sent.

Icons that aren't preloaded using the asset cache system will not render on ie8 clients. This is because of a ie8 bug that prevents changes on runtime created images from rendering.

- I also broke up the list of modules so now it's a single line per
module, which makes it a little more readable and inline with other
large lists that exist in the codebase. This is why there are so many
line changes.

MrStonedOne b50e8d2a63 removes a bunch of unneeded spawns
spawns have a high overhead.

I only went for easy targets, almost every spawn could be removed with a few subsystems in place to handle delays or cooldowns

All assembly items start secured (ready).
Fixes certain assembly items being usable while unsecured and not getting the unsecured warning message.

giacomand@gmail.com 19439f85c2 - NTSL returns! Thanks muskets! I will be responsible for anything that goes wrong with NTSL.
- Wire datums arrive! These are wire datums which allows you to easily add wires in a maintainable manner. All wires by default will be allowed to have a signallers attached to it. I have converted cyborg wires, airlock wires, camera wires and mulebot wires to the new system.
 - Cameras will no longer have random wires for each camera. The power wire will toggle the power of the camera when pulsed.
 - Robots have a new wire! The lockdown wire will toggle the lockdown status of robots. You can now fix cyborgs that have been locked down and had the robotics computer destroyed. Should be interesting now that you can remotely pulse all datum wires.

baloh.matevz a5b37f81c3 - Added a config option that allows the admin system to run off of data from the database. There is a config options in config.txt that dictates whether to use the new SQL based system or the legacy admins.txt system. If a server is set to use the new system, but a connection cannot be established to the database, it reverts to the legacy system, same applies if a query to the database returns empty. The config option defaults to use the legacy system.

There are four colours to choose from, and they can be found in contraband crates. You can wipe off lipstick with paper.

Adds some feedback for when the invisimin verb is used.

This includes some adjustments and fixes for other assembly stuff, and it also renames most tanks.

- Timers
- Remote Signallers (Fixes issue 325)
- Proximity Sensors
- Infared Sensors (Man.. these really need to be fixed.. or just re-done entierly)

Cargo shuttle:
- People in the area of the cargo shuttle get gibbed when the shuttle shows up. (Fixes issue 508)
- Renamed 'Dock' to 'Away' because Station -> Dock is confusing...

Committing for Sieve:
- The toggle throw hotkey (end) now works with TK (Fixes issue 523)
- Borg diamond drills now properly dig sand (I still don't understand why they don't just have a shovel...)

Updated changelog to reflect some of these changes.
