* Fixes mop wetness stacks
Mops currently apply ten times as much liquid as they use and because wetness and lube and the such now stacks this means when you apply something with a mop it takes ten times as long to dry as it would otherwise.

A reminder: spraycans are just special types of crayons for REASONS.
- Crayons and spraycans now use TGUI
- Crayons and spraycans now have internal reagent containers
- Crayons contain that crayon powder stuff, and nutriment
- Spray cans contain ethanol and welding fuel as before
- Spray cans will now no longer flush half a bottle of vodka into your
system when you are sprayed in the face
- Added some special admin only spraycans with sprites
- Maybe more? I can't remember, it's been a long day.

carry a mining satchel in the off hand again.*
Effects on people who want to dual wield them both at once: They can do
this, but they recharge twice as slow, so no increase in DPS.
Effects on people who quasi-dual wielded by swapping them in and out of
the backpack: Now treated the same as dual wielders.
And as before, modkits mean you can properly dual wield KAs.
Mining cyborgs are unaffected.
