GunHog 523210e7b8 Posibrain possession fix
- Ghosts can no longer take the posibrain of another player, even if
that player ghosts.
- Fixes a bug in which cyborgs can gain additional players in the same
body.

GunHog d98b9bef4a Research scanner fixes
Fixes a bug in which fumbling around with more than one scanner device
equipped at a time can cause weird bugs either preventing their use or
vise versa.

Fixes a bug where removing a scanner with it active requires two clicks
to activate it again.

Incoming a07c40c262 Swaps the last bit of the lichmode Beam() relying on something other than a turf for a turf.
I was being dumb and tied an atom defined proc to a body set to be dusted instead of a turf that will surely exist in some form.

GunHog 336b57bd5a Missing Diagnostic HUDs commit
For some reason, the final commit for DiagHUDs was lost. This adds
Diagnostic HUDs to roboticist lockers, the protolathe properly, fixes
the night HUD's onmob sprite and adds a quick changelog.

MrPerson d575219887 Refactor mob movement delay calculation
Basic premise: Get all mob movement delays calculated in movement_delay() instead of having half of them in Client/Move(). Except for the slowdown from grabbing, which is so shit I can't even. The idea here is to eventually have the AI movements be at the same speed as client-initiated ones.

Let's try this again: Removes TickComp because it's a useless pile of shit that's based on a false idea of how BYOND's ticks and tile-based movement work.
