Fixes issue 1316. Operating Computer broken

Updated the surgical drill sprite.

Removed code/game/objects/items/weapons/surgery_tools.dm, as the tools have now been moved to the surgery module.

Removed the music folder, as it has been empty and unused since the beginning of time.

Path changes:
/obj/machinery/optable > /obj/structure/optable
