skoglol 778df118e5 Fix shock propagation, add it to fireman carry (#47666) 
The electrocute_act refactor made the shock propagating stop working, 
this fixes that. Also adds it to fireman carry, belatedly.

Shocks are fun. More shocks are more fun.
